JCC Foundation Executive Director Maria Kindberg says the new proposal would put new turf down at Diethrick Park... but, it would remain unchanged otherwise.  Kindberg says there would also be a multi-purpose turf field created at Stadium West for soccer and softball.  Kindberg says the current soccer field on the main campus would also be upgraded.  The latest proposal would cost $27-million, while the original proposal to make Diethrick Park into a "3-in-1 field" would cost just over $30-million.  City lawmakers asked a number of questions... including how the state would react if the city transfers the property to the college... but, then says the city must replace the parkland.  Legal Counsel Stephen Abdella addressed the matter of what's called "Park Alienation..." noting that because both the college and city are public entities, that should pass muster with the state.  JCC President Daniel DeMarte says the upgraded facilities are needed to help retain and recruit new student athletes for those sports.  He says 50% of the costs would be picked up by the state... while Chautauqua County and JCC would split the other 50%.  In order for the project to be included in next year's state budget... DeMarte says they need all local approvals by Dec. 8.
